My idea is to create a fabric tube made of canvas or some other durable material with a weighted ring around the bottom opening of the tube. Lower the fabric tube from the surface down so that the weighted end settles around the base of the well head. Since both ends of the tube are open there will be no pressure build up. Have the fabric tube extend all the way to the surface where there is a ring of floats attached to the top part of the tube. Have several sections of oil containment boom circling the tube opening like a bulls eye. This should be able to concentrate the oil into one location so that is can be suctioned / skimmed off from one point.

But ya, like shoes & bags, it's tricky. So I tend prefer to buy stuff with more durable material like leather.
My husband has a titanium ring and he loves it…the only downside is they can't be sized up or down so make sure you get his finger sized. Tungsten is great–it's durable and un-flashy, that's why he considers it a "manly man" ring. Stainless steel is not too good.
Kay's is a good place to find titanium/tungsten. And I'll let you in on a little money-saving secret. You can buy one online–previously owned. Not only are they 100% perfect, they come with all the same warranties, and they are so much more affordable. They don't have any up there right now but they add new stuff all the time.
My fiance has a tungsten ring. (He doesn't wear it yet…) From what I have learned about tungsten is that it is more durable as it resists scratching, and unlike white gold you don't have to take it in every few months to have it "re-dipped". I have stainless steel pots and pants and they scratch easily (I don't know if its the same with a ring or not) so I would personally stay away from the stainless steel.
Take a measurement of the space that it is needed for and then go to your local home improvement store and look in the section for "closet organizers".
See if you can find the white rack that you use for shelving close in size. If it is off, tell the associate that you do not have any tools and would they be able to cut it for you to size.
I know Home Depot and Lowe's will cut the first cut free with wood, so I can't see why they couldn't help you here.
